The Kirksville City Council will be meeting on Monday,
January 17, 2005 at 7:00pm to entertain a motion to rescind the sale of land at
Hazel Creek. There could also be a motion to change the closing date on the
sale of the same property. The meeting will be held at the Kirksville Middle
School at 1515 South Cottage Grove. Write these people and tell them what you think about the sale of land in the Hazel Creek Lake watershed. Do it before the meeting on the 17th
Resolution of Concern Regarding Hazel Creek Water Supply Concerned Citizens Committee Whereas, the Kirksville City Council decided on December 20th by a 3 to 2 vote to sell more than 400 acres of City owned land in the watershed for Hazel Creek Lake, the City’s primary water supply lake and most pristine nature area; and Whereas, the City’s sale of the watershed will cause a lack of control over the land that will be dangerous to the quality of the water provided both to the citizens of Kirksville and the customers of the Adair County Public Water Supply District, which purchases water from the City; and Whereas, the sale of the watershed will lose the opportunity to expand the Hazel Creek Lake at a later time or to utilize the land for recreational or conservation purposes that may be helpful for economic development of the community; and Whereas, the sale of the watershed is contrary to the water management plan developed by the City, the Department of Natural Resources, and the Department of Conservation; and Whereas, the City Council approved the sale of the watershed to a private individual with insufficient public notice to enable adequate comments from citizens and with no public bidding to obtain the best possible price; Now, Therefore, Be It Resolved that the Concerned Citizens Committee calls upon the City Council to schedule a special meeting, to rescind its decision to sell the watershed, and to avoid the current contract for such sale; and Be It Further Resolved that other citizens who are similarly concerned about the sale of the watershed are encouraged to contact Debbie Masten, Richard Scott, and Tim Crist, the three council members who voted for the sale, and to express their concerns directly to the three council members. Adopted by the Concerned Citizens Committee on the 27th day of December, 2004.
